I think Xassan SH should just do it. Madoobe is in Jubbaland to stay and that ship has sailed. Puntland has been on its own for over a decade. Nothing to lose if He does it, and nothing to gain if He doesn't do it. Why not

By appointing a non dblock pm he would be sidelining dblock which would force them to leave that shithole.
