Every ministry has a limited budget based on the needs plus the ministers wages and when the date is up they would go to the bank. The only way you can get extra money is through corruption like from the public dealings or given high jobs in your department and not paying them the exact money.

I had a friend who use to work a day $500 but he ened up with $300 a day and the life costs so he left his job.
