Firstly, the federal government is their playground. The powers that be will make sure it is Hawiye influenced regardless of who is President. A federal Somalia will make it easier for "HAG" to make it Hawiye influenced. I don't believe HAG exists but I do believe people with those objectives are in Xamar and will always be in Xamar. I also believe they will be extremely successful as they are operating out of their turf.
Secondly, they'll be fine at the state level. Central Somalia is to California as Puntland and Jubbaland is to Virginia and Maryland. Those two states don't get as near federal funding or attention or political sway combined in DC as California does. There is also the clan bias in play. Muqdisho will be naturally more on the side of central Somalia than anyone else on any political matter. I'm happy if there is only one big Hawiye super state as opposed to two. It will be the most populated state by far. Having the most populated state with the most populated capital city is killing two birds with one stone. I think the super Hawiye state will be more populous than Muqdisho itself. Muqdisho and the super Hawiye state will be the two most funded entities in Somalia. As we emerge from the civil war, it will be the two most powerful bodies in the country
Lastly, when it comes to popular vote, I wouldnt be surprised if Hawiye doesn't win presidential elections in the future for 50 years straight. Hawiye civilians dont support along clan lines (Farmaajo, Barre). This isnt a problem because all federal presidents have to be pro Hawiye either way. It doesn't matter who is President as long as the powers that be continue making Muqdisho a Hawiye playground
