4.5 elections and party system

Does the Somalia Federal Government expect to move past the 4.5 system come 2016 when one-man-one-vote elections are scheduled? Will elections only be for President or parliament as well?

I doubt they can have one man one vote election in 2016 thats in 2 years time large swats of Somalia is under shabaab, African union troops control much of southern Somalia. I believe 4.5 will be used again in 2016 to elect a new president. Maybe by 2020 there can be a one one vote.

There shouldn't be a 4.5, are minorities half a person? This is a subliminal insult towards them. But I support the big four, Inshallah somalis can unite soon though.
