Turkey will involve in the security strategy of somalia by the end of this year if amisom didn't remove al shabaab totally. The turkish initiative will be about building the somali army itself instead of losing money on the unserious amisom who don't want their contract to come to an end. America is a close ally of turkey and they work together in the middle east.
Once abdirahman faroole has revealed that the turkish diplomates have informed him that they can't open offices in garowe due to the somali govt or as he put it the somali president being againist this.
Like I said gaas is more dangerous than faroole though he keeps the formal relations with the central govt wich will help the govt in the eyes of the world, his reasons are economical and political too
Turkey would help you according to your political attitude and reconciliatory policy in order to make somalia once again a great country before the year 2016 arrives with its greater national strategy
In other words it helps the somali govt in its national policies by bringing together all the stakeholders
