How so? Msb made ogs from Ethiopia refugees,he went into a war with disregrad to his advisors and lost it. He settled the refugees in hotspots of clashes like Berbera and Beledweyne rather than Gedo. People languished in refugee camps for 15 yrs without a political settlement being reached and when it was reached it was to save the regime.
