The new deal has failed, now there is a new westren initiative wich will fund the govt to offer the services to the newly liberated regions.
The new deal money and any new money will be sent to the world bank, from there the bank will send to the govt through the NGOs who will check the govt. Will send small amounts and will take ages to reach the govt.
