They had a meeting and signed an agreement to start the process of forming a state for the central regions.

hawiye is the most politically strongest clan in somalia. hawiye will get what it wants if they arent unreasonable. ximan iyo xeeb and galmudug will cease to exist though. im not sure what will happen but hawiye will walk away with minimum 2 states. this 2 state requirement will still get hawiye 2 states but hawiye wont use that 2 state formula n dir n rahanweyne will vote for hawiye in barlamaanka . habar gidir will make a state, hiiraan will make a state. and I think govt will directly control shabella dhexe and hawiye areas of shabella hoose or merge it all as greater banaadir population 4 million superpower hawiye not even including hiiraan iyo habar gidir areas walle u can see how langaab darod is, does darod even have 1 million,

South mudug and galgadud must unite with hiraan to form a federal state, but reer Hiraan seem completly opposed. This is the main issue in my opinion.

For your information southren mudug is considered a region(vision2016) so galgaduud and southren mudug will form one state.

There's some thing called political solution so, as an interim solution, hiiraan by december will form its own state if there's no other solution.

This conference will include all the clans that are found in hiiraan and the govt and UN will be there.

I have already explained to you also I haven't stated hiiraan becoming a federal state of its own!

Again, hiiraan will not be forced into any thing during the INTERIM era, a political settlement will be applied to hiiraan in the next 2 years. There is no one single federal state now including puntland.

HW want to establish three states so they are voting for hiiraan, some irir clans too support to become a state of its own, constitutionally, the hiiraan elders havnt signed it bc of the article 46 until they were assured that hiiraan will have a special status, however, hiiraan mps will come up with a motion to change that article before the conference in december.

As for southren mudug, that's your own tafsiir! Peoples in two/of two gobols can form a state!
