PL is very weak state which is within weak Somalia.

PL budget: $30 million

SL budget: $220 million

Somalia Budget: $221 million but 40% came from donors

PL army: 6,000
Somalia army: 3,000 + 22,000 AMISOM (foreign)

SL army: 35,000

You can't compare and PL knows there are not in position to challenge SL. Their only hope is if civilians uprise against SL because they know SL can't use heavy tactics against civilians for many reasons. That's why they keep screaming "shacabku hays difaaco".
