Here is why:
If MJ and Merehan Join this new mamul, they will make up 35% of the population of this new mamul.
Add in leelkase and that is 40% of the population of the new mamul being Darood
If there are elections Hawiye won't stand a chance, because MJ and Merehan can truck in voters from Shilabo and Wardheer. Think about it, Darood would then have three federal states instead of two, and Hawiye would only have one.
Hawiye, in a few years would lose political control of the new federal state.
They will never accept this, leading to another war in the central regions.
You should always look at state formation from a long term perspective.

pintland policy is the worst in the horn. its pure darodism. for example they want clan based borders . but when it comes jubaland they dont support clan based borders. the reality is if they reject all mudug to join the central state then hawiye and raxanwwyn will do the same in jubaland.

pintland must give up mudug. if they dont hawiye (sheekhal and habrgidir) will never accept to be part of jubaland, same goes to shabeele both habargidir and biyo maal will not accept to join the raxanweyn dominated southwest state. federalim is cool but pintland style clan based federalism is a desease not development.
