Somalia is dog eat dog, Harti didn't get Interior Minister, Chief of Staff and Mayor of Kismayo because of tribal ties.
I remember people laughing when it was said the Mayorship would go to Harti, I'm sure they'll drink their tears when the division of parliamentary seats is revealed.

Righteous you forgot Mamulaha Dakeda
(port adminstrator) which also went to Harti.
Which is argubly a more powerful position than even Mayor of Kismayo.
