If the PM cannot remove a ineffective member of his cabinet, then his role is ceremonial.I know and as far as I'm aware, the power to dismiss the Director lies with the president and if he does not approve, I don't see how not to mention why the PM and some ministers are circumventing him. Not quite sure what political protocol Voltage is talking about.

Evidently the system is beyond dysfunctional. To be honest, I don't even know why we even discuss it sometimes. If the PM does not have this most basic of powers, then what can he actually do??
Why even have a PM??

Lol I swear to god abdiwali has no power to fire any one rather he does taqamus(taqamus is derived from qamis, meaning a shirt, which carries the implication that the body is the shirt"The President has no legal right to fire anyone. He only confirms what the PM and his government says just like what the Queen of England does to David Cameron.
This is a parliamentary democracy and the Constitution is clear.
Sanbaloolshe is fired. I know he is fired because the PM has already publicly said he is fired. The only thing left is to name the permanent replacement.
Case closed.
War jiraba cakaarahuu imaan.
