The act of union was signed in Hargeisa and passed by a majority Isaaq parliament - 22 out of 30 seats. In other words it was Isaaq that unconditionally gave up the sovereignty of a country they dominated for the liberation of colonized Somalis (in contrast to the "Isaaq were anti unity and it was USP that united the two countries" mantra chanted by Darood and Gudabiirsi).
Somalia did not sign the act of union because for them Somaliweyn was just a project, not to liberate other Somalis but to dominate them.

Somaliland was never part of Somalia because it would be illogical. Somaliland precedes Somalia as a sovereign country and the term Somalia was coined by the Italians as a reference to their country. You can laugh but if I was you I wouldn't given that 50.000 troops are colonizing, pillaging, raping an destroying your country but then again you're a Walaweyn.
