If you look at the state as simply Darood and Hawiye, then of course it will tilt one way or another. But the reality is as the list is written. There is Marexaan, Ceyr, Sacad, Saleeban, etc. They are seen as individual units or blocks. Sacad and Ceyr do not have the same interests let alone Murursade and Saleebaan. As a single unit, and yes Marexaan works as a unit for many reasons but mainly because they are localized in the same area and have the same interests, we are the largest block.

Lastly, there is a historically rivalry between all those Hawiye sub clans, so in reality there is no such thing as Hawiye in the central region.

This is essentially the main state for Habar Gidir, Murusade, Duduble etc and the area is very diverse with a different clan in every district.
