Certain people have chosen to read the constitution in a way that fits their particular narrative, but the constitution does not say that a province can not be split in 1/2,1/4,1/8 etc. It states that a minimum requirement of 2 or more provinces must be met and whether Central State will be able to do so or not is none of Puntland's concern. They need all of Mudug for what? They can easily combine provinces with the Southern Hawiye and call it day. Northern Mudug is not up for discussion.

To answer your first question, I have never been back since the war. Most of what I know is general knowledge that a native of the deegan I am talking about would know about. I seek out elders and people who travel their frequently. Members of other qabils that neighbour us, Xirsi etc, also provide valuable insight into how the land is settled.
