The institution of qabiil is the biggest obstacle to a viable Somali state.
Clan federalism is just another symptom of a culture desperately in need of an overhaul.
As for your other point, until Somaliland is a recognized and sovereign state, they are part and parcel of Somalia. If anything, the establishment of SL and the subsequent unilateral declaration of secession gave rise to this system and set an unfortunate precedent.
