This isn't the south. This is the central regions where every district is settled by a different sub-clan and where no one can harass them. The entire Hawiye tried to take over Caabudwaaq in the 90's and could not.
What happened here is some form of reality was recognized. Out of all the clans, Habar Gidir as a unit does come out first but it's not a healthy majority or even a sizable majority. It is a relative majority meaning when compared with the othet clans, but still not even to control the dynamics like who gets what and that nature.
Everyone got what they were entitled to some extent. Marehan lives in the biggest town which is twice as big as a number of Habar Gidir towns combined. They also live in Balanbale, Dhabat, a third of Dhusa-Mareb district, a part of Cadaado district and strattle the road all the way to Gaalkacyo. Why would any clan be comparable to them except Habar Gidir? Even for that, Habar Gidir living from Cadaado to Hobyo isn't much when there isn't a single tree let a lone village between Cadaado and Hobyo.
