That is called political win. Puntland really knew no one had any intention to include their clan in Galmudug state but they were looking for any opportunity to stire up a conflict with the Feds.

What Constitution? The constitution is a draft and its being rewritten now by the parliament. The border commission has been created and they will decide who becomes a federal state. The constitution will be changed to indicate the Federal States by name like Puntland, Galmudug, hiiraan and Shabelle State etc.

All in All, If people of Galmudug resolve their internal disputes, Puntland can't do shit. Meelahaas by idaacadaha kaqayl qayliyaan.
