It's not about being civilian or offichal.
At the moment, Buuhoodle is a no man land,
not for SL, PL or even Khatumoo.

The militia there are divided and don't hold any allegiance or loyalty to any
side as a whole. SL, PL, Khatumoo and even the SFG can make few visits here and there.
But on the ground, no one controls the town.

It's more about the OP jumping up and down
and posting this video as if it's a huge event in favor of SFG
when in reality, it's nothing but a publicity stunt. Xagolatosiy, PL VP (forget his name)
and indoshel can all visit the town anytime and bring camera's and pay few people here and there
