Why is Jaweri doing this? well everyone has agreed from the president to all the maamul's that the MP's will be elected on a district basis, still the same 4.5 system will remain and rahanweyn/dir/hawiye/darood all have 61 MP's regardless, Shariif Sakiin who has a long running feud with Jaweri will be responsible for bringing his 61 MP's based on districts, this means Jaweri will loose everything and be out in the cold politically because of his feud with Sharif Sakiin who will select raxanweyne MP's, this is why he partook in the Bakool Sare fiasco with those O.G mp's he controls, also why he met Ahlu Sunnah, he is trying hard to destabilize the whole thing so he can get a parliament extension and make sure this MP selection on 4.5 and district doesn't go ahead, he is also trying to woo dhabacyo

This is internal raxanweyne beef being brought to Galmudug, remember Jawari was at the inauguration and his words were "that Galmudug is the only maamul gobleed that's legitimate" politic's is a dirty game and things change very fast, he hasn't been to Baidoa since Shariif Sakiin became the head.

The 12 MP's of HG, half of them will come from Galmudug districts the others will be spread across Hiiraan, Benadir and lower shabelle, this is good as it will reduce the qabyaalad politics everyone will be strictly focused to their districts, so you will have a alliance on interest rather then tribes.
