. U conveniently leave out or forget what led to that moment. The 20yrs of Siyaad bare's rule was the catalyst to how the civil war started.
Siyaad Barre rule was paradise if you compare it to the mayhem, cannibalism, warlords that followed.

let me correct you,somalia is fragile state,in 2009 not failed state

It's still a failed state. Mogadishu is not even controlled by the state but warlords.

some people love to throw warlords,failed estate etc,it has been shown that somalia can be governed,mogadishu is governed by electhe ed elders with the help of AMISOM,Somali ARMY and inshalah when NSA gets an upgrade they will be able to work solo against shababb and isis.

Somali army are just brigades who are affiliated and show loyalty only to their clans. They are in the racketeering business of selling their services for security which should not be monetized. There's no higher up who has control over them.

The districts are just warlords who control xaafad and collect taxes from business illegally and only give services to their clans.

IDF are not given any attention and only the diasporas and haayad are helping those poor people.

It's a farce and a failed state. Central government doesn't have power over the capital, forget about the country.

too much propoganda,the Gov has pacified mogadishu and its hinterlands,they dont collect taxes,no body pay taxes in Mogadishu except few companies,they are delivering services to the needy,propping up the economy.
