Puntland has the power to walk away and demand no clan representation. HSM doesn't even have control over the capital with warlords ready to switch sides when it's convenient for them.
Jubaland SouthWestern is on life support having Al shabaab in their vicinity and not doing a damn thing about it. They don't control all of their jurisdiction either. They have no business demanding anything when they're mostly in cahoots with Al shabaab and AMISOM pillaging and abusing shacabka.
Galmudug is not even a fully statehood. Their economy is dependent on Bosasso port and the best part of Galkacyo and 2/3 of Mudug is controlled by PL. It won't take long before they realize who has the upper hand.
Puntland will stand firm on their conviction. 4.5 is not an option for 2016. Never again.
Somalia will finally rid of those dirty politicians who gain seats through clanism. We don't want another 4 years of same status quo.

You just stay isolated and unregonized on the sideline that's where we like you best.They both make good points , too bad the Isaaq are not there to break the deadlock .
I would favor a going back to the original 8 if I were to give my opinion . No 16 or 18 or dir iyo daarood . The original 8
Otherwise they don't have a choice but to go 4.5 it seems
