With only 8 states, u are putting more Qabiils that necessarily don't like each other together.

There is absolutely no reason for international brokered talks unless Somaliland wants a deal, The west won't give them recognition neither will Somalia, it didn't give them recognition when Somalia was an absolute shit hole what makes you think it will now it's stable?
