Civil war ENDED not started in 1991

We must know the truth that in 1991 the collapse of not just the incumbent government but the WHOLE damn state, followed 5 months later that year the de-facto dissolution of the 1960 union when somaliland regained her independence culminated with the ENDING not the START of the civil war across both &

So why then do certain Somali folks say that 1991 was the start of the civil war when:
1. there was no government at all (civil wars by definition means govt on one side versus non-state actors on the other)
2. post 1991 until today the wars and anarchy was not present north of south galkacyo highlighting the geographical boundaries of the problems in the last 25 years

IMO, Somali civil war started with SSDF & Afarad in late 70's just after the Ogaden war.

in my book a civil war means when there is a government on one side and on the other side non-state actors who are fighting the said government. also with post 2001 afghanistan in mind, a civil war should not be confused with an insurgency
