All the DIR MP's have no sway or control over there lands, the Puntland ones are just draining resources, their solely there for munafiqnimo and subversion and bring nothing of value, the D&M MP's 80% of there land controlled by Al-shabab with the highest number of IDP in Mogadishu, Odawa that HG moron again has no control over Ximan iyo Xeeb his own subclan never mind anything else, then you also have Shiekhaal, Dhullo'z and many more such clan's in the same predicament with useless bureaucrat MP's, just draining resources but with no sway over any group of people or strategy.

You should listen to Fiqhe when he was the head of security, how many al-shabab plan's were foiled on a daily basis in Benadir, he made side deals with the idiot recruits offering them a higher salary while they pocket Al-shabab money sent via Dahabshiil on monthly basis on the side at the same time, being double agent was hot commodity, they provided invaluable intelligence, 5 truck bombs were caught before being loaded, he would then bribe the weak among them let him go with better salary to report more, you never saw the kind of frequent bombings you hear about today and the situation was a lot worse than then it is now as al-shabab at that time controlled some neighbourhoods

Tarzan whom was the mayor at that time, had regular threatening calls even describing were he was, what he did the day before, you can see him talk about it in Youtube, these bastards are being funded from everywhere, Ethiopia, UAE, S/Land with the sole intend that Xamar never gets of it's feet, the only way to combat this, is to return guys like Tarzan and Fiqhe, the great thing about Shariif reign is that he wasn't into nepotism, he only appointed people based on Merit, instead of the Mayor should always be "wacbudhan" crap we see today and in days gone by.

and dont worry about the 4.5 issue, parliamentarians will eventually be chosen for merit.
