Puntland should use the Same strict rules of Somaliland.

1. Locate all non puntlanders regardless of their tribe and ask them what the hell they are doing in Puntland ?
2. Register all their details including their clans,finger prints, reason they are in Puntland. identify if they have relatives in the state.

For example if the theyuusuf143 a habarjeclo guy from Burco lives in galkacyo, the police should ask me what am I doing in galkacyo. Then I can say well I am staying with my siblings who are hebels and heblaayos from qabil hebel living in xaafad heblaayo. The police should contact my family for confirmation. They should also take my finger prints in case I commit a crime. Same goes to business people who are in Bosaso for business reasons. Those who have no reason to stay Puntland should be arrested and then deported back to where they came from.

this needs to be done without compromise and also police in somaliland and puntland need to cooperate on several key issues..information exchange is vital for the 2 countries.

Police are different from the military, there is definitely cooperation between Somaliland and Puntland police, especially undercover units who are trained by the same countries. Amxaaro trafficking is in the history. We erased all illegal xabashis. There is no one single unregistered xabashi walking in the streets of Hargeisa today, I am sure this will greatly minimize the number of xabashis crossing into Puntland. Bosase is save from Oromo invasion. We are know in the process of dealing with all illegal Somalis. This created controversy but I believe it will contribute our national security and the safety of our next door states.
