How on earth does MJ get one minister in Jubaland, when in fact they are the PEOPLE who made what's called (Jubaland) now?

MJ is very small in Kismayo even Eastleigh Nairobi has more MJs than Kismayo. They're not equal to Gaaljecel but less in population so they got a sympathy seat for being Kablalax
