1)There were 2 ministers from 1987 to 1990.
2)1986, was the last time, samatar was defence minister.

The reason I ask is I never seen Isaaq complaining Aaden Gabyow who was the defense minister that happened all the stuff isaaqs consider genocide against them.

I dont know anything about the ciriiri guy but i know that Gabyow was not a low person at the time, he was an experienced colonel and the head of halane military training station.
