I don't know were you got this Turkish scholarship stuff from, but both S/land and P/land were allocated spaces and they sent them via Garowe/Hargaisa, there is plenty of videos out in youtube off them in Turkey speaking to Journalist and telling them were they came from

If you go back and read my initial post, I clearly wrote 25% S/land, 25% P/land and 50% Koonfur which HSM robbed off the other states, his excuse was that Galmudug/Hiirshabelle/SouthWest and Jubaland people live in Xamar, and they will be selected from there, he played the same card with the maids.

I know with the maid stuff, this time South-West and Jubaland successfully challenged him, both have won, the losers are Galmudug/Hiirshabelle which he monopolised for the highest bidders. But he cannot play this game with S/land and P/land that always get their 25% allocation in every deal which THEY MANAGE, even the AID is wired to them directly, and right NOW south-west and Jubaland get it directly too.
