Xamar and Hargeisa require different strategies on certain aspects but the most important universal method is always use local people to tackle local issues.

The problem with Xamar is they think AMISOM is here to give them some peace.

No way. AMISOM has no business without al Shabab.

It's like Dahabshiil needs people sending money back home. Without the Diaspora, Dahabshiil business will shrink.

Hargeisa has strong relations between the public and security forces. The public is the CCTV.

Also in Hargeisa everyone kind of knows each others or which reer any trouble maker might be.

Anyways you need to lock down Xamar from thenlast week to two weeks of the month.

I believe that will reduce attacks by 70%.
