If Mogadishu returns to some degree of calm and there are strong legal institutions as well as regulatory bodies, most HG will be out off business.

Right now HG underworld figures control the streets.

They will not be happy with the FM post but will insist on Interior Ministry so they can strengthen their operations on the streets.
