I had a cousin who got arrested at the Hargeisa airport after being returned from Libya after a failed tahriib. The Qawdhans at the airport asked him his qabiil and once they found out he was not Issaq arrested him. They demanded he call his relatives in Xamar to send them $1000 bribe so that they would release him. He called them and his relatives complained to these Issaq businessmen who live in Xamar. They called Hargeisa and insisted that the guy be freed because they knew that there would be repercussions.
