further more,it is bombing the sht out of ISIS terrorists in Somalia.

He didn't increase it. He cut the economic aid by 145%.
Thanks to Berbera though, UAE increased aid for Somalis and is running one of its largest humanitarian campaigns ever.
Funny how southerners were trying to block Berbera-deal but they happy to eat what came with it. If UAE attentions won't in Berbera I doubt they would know anything about the droughts.

i can write 2 as +2 but -3 will never equal 3.you lack basic arithmetic skills.

On my phone those markings on the paper appeared as negative sign and the year wasn't showing or at least not clear at the top headings.
