It is clear Ethiopia has an issue with the formation of Somali army pursued by this government. Looks like they're concerned that the fight against Al-Shabaab will be used as a cover to develop the Somali army to the point where it can reach a point that Ethiopian can't do as it is used to in Somalia. In the last statement of Ethiopian PM, he has stated "there should be an established period where Al-Shabaab is defeated and the Somali security is discussed and agreed upon its formation." It seems he will be using the IGAD route to limit the number and strength of the Somali security forces. By referencing IGAD, Ethiopia wants all support of Somali security forces should be done through this route. By reading Farmaajo's face, he wasn't accepting it, but nevertheless, the Ethiopian PM was sending the signal to US and EU. To every Somali who watched that conference, it should be obvious how the fight against Al-Shabaab and the formation of Somali forces are interconnected. Ethiopia wants to bargain that in order Al-Shabaab to be defeated, they want an agreement to the number and strength of Somali security forces.
