There's a number of reasons
1- Puntland unlike the south always developed and built their regions while the south focused on army. This makes you wonder 'wouldn't this make Puntland more volatile than the south?'

Well no. The only reason al shabaab exists is because the people view them as a more reliable organization compared to the government so the people support them over government. But since Puntland has catered to its people the people would prefer Puntland over al shabaab and as a result they don't harbor terrorist and have the army on speed dial.

2- USC got completely defeated by ICU and even SSDF lost mudug to them but they couldn't pass mudug because the mountainous regions in nugaal and bari are almost impossible to invade but they still tried and had success and briefly
Occupied bosaaso but SSDF managed to regroup and push them all the way back to mudug. Mudug was to be cleansed later on in the Somali civil war.

3- leadership. SSDF had the perfect leader at the time. A skilled military man that would do anything for his people and as a result people supported the movement and formed Puntland

4- the problem with the south is that it's too diverse and clans fight each other and al shabaab took advantage of the power vacuums that happened. The main harti subclans were always united pre-2007 and were one cohesive unit so al shabaab could never take advantage of the power vacuum because there never was one.


All in all Puntland was very strategic and used the slight advantages they had and as a result managed to destroy al shabaab and contain them into the bushes
