1. habashi are the ultimate puppeteers in this. Using HSM, who then uses qabil + serious bribes + Damuul Jadiid posted in every sector of the government. They need to digitize that whole government, ban all personal mobile usage that aren't provided by the state (and fire anyone who uses a mobile that isn't an official one + investigation, this requires access to telecoms servers,) ban all MP's and minister's from being out of the country for more than 1.5 months a year., unless on official duty.
