The perception that they are a peaceful well governed region in Somalia, the only one infact, while this is far from the truth it gives them some power as lesser regional admins look up to them as a role model. I think this is bullshit Puntland are actually doing pretty well, they have lots of power for a regional state have their own economy, laws fully autonomous and the only competence administrators in the whole of wanlaweyne.
