In light of the disarmament of the local Zoobe neighborhood militias under Kheyrlawe and Failmajo's security plan, the two bear 100% responsibility for the devastating attack. You can't disarm a man and then fail to guarantee his security from his enemies.

Adding insult to injury, the two have been coddling and appointing AS officials into sensitive positions in NISA and starving the nonKheyrlawe & Failmaajo loyalists forces of the SNA of funds.
