Really simple. Appoint defence minister cause there aint one. Fire ducaale the wasiir amni for incompetence. Get rid of All the former shabab in NISA. Close the city border and check all the vehicles and people coming from outside muqdisho. Start a curfew. Make a siege on anti dowlad neighbourhoods (huriwaa, dayniile).. the gov need expand their territory all over the city and not focus on villa somalia port and airport. Every neighbourhood should have their own madani soldiers who monitors every movement in their district and they answers directly to the police station in their xafad.

Any shabab who gets captured gets killed on spot. Every house they hides in gets confiscated. Show brutal force.
