This is old news. And it wasn't just Turkey.
India, South Korea, even the UAE were bypassing the sanctions by trading in mutual currencies and gold with Iran for trade.
Why do you think Obama and Kerry were so eager to get the Nuclear Deal done? It was because these type of transactions were also being done by China and Russia. The stability of the US dollar as the global reserve currency was at threat long term due to these practices.
But, Iran is going to continue to do these type of transactions even WITHOUT the international sanctions related to the nuclear program which were lifted in 2016.
This isn't old news since the guy was just convicted in court on January 3rd. Yesterday we got details from the case showing the depth so I posted here.
Also you claim India , South Korea, and UAE were bypassing Iran Sanctions and I can't find a single article that backs that up. The sanctions were are speaking of took effect in February of 2012. That's when Turkey began helping Iran. India was a partner of Iran and use to buy their oil , but complied with the Sanctions on Iran by decreasing oil purchases by over 22% from the year before , in the first year of implementation.
On India I found this : "Quite the opposite; in fact, India was one of a handful of countries that received a waiver under U.S. sanctions law. It simply has to show a "significant reduction" in Iranian oil imports in order to be in compliance with the sanctions regime, a subjective standard with no set numeric value."
I can't say India was helping Iran Evade Sanctions. Sanctions are sanctions , but it doesn't mean nobody can trade with a sanctioned country. It means there will be rules and regulations in place for anyone who does want to.
South Korea and Iran were strong trade partners until the latest sanctions of 2012 , on SK's attitude towards Iran Sanctions I found this : "

Moving on , I also don't think UAE helped Iran Evade Sanctions at all, but I gave you the benefit of doubt and research it and found this :
"US blacklists UAE firm for evading Iran oil sanctions: The Treasury Department said on Thursday it blacklisted Sambouk Shipping FZC, a United Arab Emirates based company it says is tied to Dimitris Cambis, a Greek businessman the department recently sanctioned."

" A UAE court sentenced an Iranian to 10 years in prison on Wednesday, for attempting to ship a generator to his home country in breach of international sanctions.
An Iranian was sentenced to 10 years in a UAE prison, followed by deportation, for attempting to send a generator to his home country on Wednesday, a move deemed to be in breach of international sanctions against the Islamic Republic"
That's two articles where both the U.S. and UAE gov take action against private non-government people in UAE for helping Iran Evade Sanctions . I can't find a single article where the UAE gov actively helped Iran Evade Sanctions. Likewise in the case of India and South Korea they were 2 of Iran's biggest trading partners before sanctions. Everything I read online said they complied when sanctions took effect and then received waiver from U.S. to continue a certain level of trade with Iran that would be higher than what was allowed under normal sanctions.
