Those who grew up in Somaliland knows the nation building process billion times better than southerners.

Step one somaliland created it's guurti (Senate) based on our clan structure . then we agreed that each somaliland clan will get the same percentage of the army as the guurti. For example if Habarjeclo had 10% of the guurti they brought the same percentage of armed forces with their weapons. The government only trainined and paid their salaries.
