We humans are often short sighted and are quick to forget the past,impacting our ability to take new developments into perspective. It was not long ago major tribal warfare was taking place in many parts of Somalia, particularly the south. Ironically the last major tribal war in which tens of people were killed happened in Somaliland.
Today in Mogadishu, power is consolidated in the hands of the government. The idea that a political tussle between the speaker of Parliament and the President & Co will lead to an armed conflict is ludicrous. For the first time, the Somalis at large have made it abundantly clear; They have neither the taste nor will tolerate regression back into statelessness and anarchy.
Laws and regulations in countries are often passed after political crisis and dilemma arise. It's in this learning exercise the countries political institutions will come out stronger.
