The butcher of Hargeisa is running for Puntland president. He hopes to be successful in this clan selection. This is good for SL. In fact it's great.

This would make a notorious war criminal one of the presidents of Somalia's federal states. It would be a clear declaration of political war against SL.

If Puntland FGS want to play, let's play. If he is selected SL gov needs to

1. Send troops into western Bari and Nugaal provinces. Create a buffer zone "Somaliland Frontier District". This is 2KM outskirts of Garowe, Boosaaso and Qardho. Condition of retreating is that PL stops its claims on Sool and Sanaag.

2. Ban Farmaajo and Kheyro from coming to Boosaaso or Garowe. As our buffer zone we can easily send in units if they breach this rule. Last time Farmaajo ran off after SL moved to Tukaraq.

2. Set up a Somaliland foreign office in Mogadishu, Boosaaso, Garowe with its own SL security force. Support all elements except in South Somalia who are against FSG (except al shabab). SL must deligitimise SFG at every opportunity by hosting Farmaajos opposition in Hargeisa.

4. Consider sending elite units to arrest war criminals like General Morgan butcher of Hargeisa and bring him to trial at Hargeisa court.

With political will SL can do this all very easily
