Because he is a UN project.Inna Cagjar unlike the rest of his country men spent many years surrounded by Ethiopians. Unlike the typical Nomad, he has attended their Universities, is fluent in the Xabashi language, and truly believes his Ethiopian.
This is stark contrast to the rest of the Somali masses he claims to represent who have seen nothing but death and destruction from Ethiopia
As a result of his mentors and professors being largely Xabashi he regularly meets with them in Addis.
Instead of seeking legitimacy from the Somali towns and cities in the region as well those displaced by the Oromo conflict he spends his time between Addis and Jigjiga.
Individuals like Inna Cagjar are good at being Abmassadors, Foreign Minister, etc. He is too compromised and should not be expected to advance the cause of the Somali in the region. He is more concerned about appearing “humanitarian” and “tolerant” than giving his people a chance at a level playing field.
He will be a good professor in Jigjiga in the not too long distance future!

Cagjar is a decent leader and wants peace and dignity for the Somali people.

He will end up where Abdi iley is at. If you can't win over Somali support, the Habesha and Oromo will find their opportunities.The comparison in many ways reflects the mixed signals that come from both men's administration, albeit Cagjar has been in power a lot less.
Let's hope for sake of the Somali region I am wrong.
I don't oppose the man because of what clan his father happens to be but what I foresee coming to fruition. He would be a great leader 5 to 10 years from now but at the moment, his academic accolades and desire to be "tolerant" of minority groups may cause greater anarchy and snowball into small rebellions.
He will have to a play a fine balance between law and order while observing human rights. Allow the Somalis to question your authority and grip on power and every sub clan will be asking for an arm and a leg. This is what's happening in Jigjiga at the moment.
They know he used to work for the UN and is all about civil liberties. But Somalis and civil liberties often translate into non-ending tribal squabbles about who deserves what and lives where. This is where he should use the full force of the Liyu police and borrow from time to time Inna Iilay's playbook of crushing dissent.
