Somalia has more than 20,000 pro-government fighters operating in the five federal member states.

Mogadishu, 26 February 2019 - Somalia has more than 20,000 pro-government fighters operating in the five federal member states.

The statistic is part of the key findings contained in the Operational Readiness Assessment (ORA) report handed over to the federal Minister of Internal Security, Mohamed Abukar Islow, by the Special Representative of the Chairperson of the African Union Commission (SRCC) for Somalia, Ambassador Francisco Madeira.

According to the report, the fighters who are members of various regional forces or clan-based militias, have played a major role in fight against Al-Shabaab and other armed opposition groups in the Federal Member States.

In places like South West and Jubbaland States, the 60-page document details that the forces have fought alongside the Somali National Army (SNA) and African Union Mission in Somalia (AMISOM) troops to dislodge Al-Shabaab in various regions and protect communities.

“What we now need is to see how best we can use the regional forces in the implementation of the Somalia Transition Plan,” Ambassador Madeira said at meeting held in the Somali capital, today.

The SRCC noted it was important that the withdrawal of AMISOM troops, as authorized by the UN Security Council, is done in a manner that does not compromise the gains already made in the country.

“The implementation of the transition plan is strongly linked to the need to gradually handover security responsibility to the Somali National Security Forces in a way that protects the gains made in securing the country,” Ambassador Madeira noted.

The report is based on an ORA exercise conducted in the federal member states of Jubbaland, South West, Galmudug and Puntland between March 2018 and January 2019.

The exercise sought to establish, among others, the number of fighters in each of the states, their level of training, remuneration and capability.

Though ORA was not conducted in HirShabelle State, the federal member state like others, also boasts of a pro-government regional force.

Mr. Islow, who received the report on behalf of the federal government, described ORA exercise as crucial in the implementation of the transition plan.

“The findings will help us know their (regional forces) demography, composition, training needs and equipment owned,” observed the Minister, adding that the information will also help in integrating the fighters into the Somali National Security Forces as required under the Somalia Transition Plan.

According to the report, Galmudug has the highest number of regional fighters, followed by Jubbaland, Puntland, South West and HirShabelle.

The document observes that most fighters have basic military training, however they were poorly housed and lacked equipment and administrative structures.

The exercise also found that regional forces report to state ministers of internal security, lack uniform and are occasionally paid by their regional governments.

In a meeting held in December 2017, the Somalia National Security Council resolved to recognize the regional forces and federal government offered to support them in view of their role in fighting Al-Shabaab.

Who invented Isbaaro iyo Tekniko, the answer there is your answer. :lol:...................... naaah i joking, im sure those Galmudug Boys are loyal, as AMSIOM suggest they get paid by their Security ministers once in a while, and Xaaf has been complaining lately saying that Farmaajo is withholding Galmudug's intended UN/EU/USA Funds.

Kufsiland (Puntland) is more occupied in committing rape against innocent women then being on the front line. They are also to broke to pay their soldiers. They rather carry on with their kufsi and not have to fight.

Paying soldiers in full makes them weak. They lose the hunger and edge in warfare.

Do you know PL was looking to recruit 500 Galmudug soldiers for the Turaaqa front? They believed that these battle hardened Mongols would destroy SL militia in hours.

HG iljeex have three local goverment each one had own firepower army militias now still under three differen local admins under the amperala name of Galmudug army.

these are the real Galmudug power who are stationed all across Galmudug front line regions from the borders of Ethiopia as clan militia and close approximate to Xarardheere, Ceelbuur and Garacad tip north of Mudug.

These army are paid by tax collected local clans in each region they are the real protectors of Galmudug region from AS in Xarardheere and Ceelbuur to the Ethiopians and their jebertis.

on top of that each one of those created new SNA military police NISA, recruits, these are station in major Cities and are suppose to be paid by the UN. These SNA are the local security for major towns and they are protected by the Galmudug army above from Alshabaab

Having said that Iljeex army in Mogadishu lower shabeele and middle juba are ten times more then Galmudug iljeex.

Bishop Barbarossa the Iljeex are rumored to be one half of the Gog and Magog as foretold in the Book of Ezekiel. Imagine if these Mongols get access to Chinese resources, they would spread across the continent punishing the wicked and filling the pews with the faithful humbled in prayer for deliverance.

HG are natural soldiers every boy is a soldier and police. Since qaybdiid was commanding the police in 2011 he registered every man and woman as police officers without attending any duties. When khayre came he fired 700 fake HG police/army women just the women. Is there any clan who has this war mentality living as a soldier?

In hiiraan we have only Ali madahwayne subclan who are all soldiers. When I was in baladweyne one of the kids of my relatives had ali madahwayne friend who use to come their house for memorizing their lessons together. One day his friend was missing so he asked why he was missing yesterday. He said oh "went to collect my gunno" they kid was a reserved solider!

they r fighting in every corner and defend hiiraan. Besides the army, they have local millities who are loyal ex governor abdifatah. This militias get paid by the current admin every time someone is visiting or there is a conference because they spread in all xaafadaha while the army is on the roads. they have macawisleey who fight al shabab.
