they did till 2014 but after the kabhanley issue they slowed down every thing hardly to see army graduation or police or military donations or buildings. Every thing was built between 2012 and 2013. This bc of the pressure Somali Dir had on them that this army is "attacking dir" but as a muslims they buy their meat from the locals, their saraakiil import khudaar and xoolo to Djibouti every Wednesday so they established relationship with ganacsatada. because of Djibouti and reconciliation we stopped that war from one side. Dir got back after 3 years but they dint claim the land or attacked the hawadle farmers and nomads and that was the reason of the war. It's not like we are after their mainly two villages but the plain land. Right now hawadle militias is in the border beyond them adjacent to reerow Hassan in the Ethiopia side. This govt doesnt follow Djibouti so the army is more free now to help the militias every where. Back Hassan sh days they had some control.
