Even the frigging UNITED STATES UNDER TRUMP with Mike Pompeo aka Mike Bombeo as Secretary of State (look at his history as Congressman---he hasn't seen a Muslim country he didn't want to bomb or isolate) and John Bolton aka the biggest warlord in America as National Security Advisor voted AGAINST Kenya saying existing listing of Al Shabaab is enough and the new designation would only hurt Somalis in the humanitarian front.
Beyond that, it was brought up throughout the process that Al Shabaab relies mostly on charcoal for funding and Kenya should support the sanctions against charcoal exporting from Somalia.
