President Ghani of Afghanistan has clashed with Zalmay Khalilzad, President Trump’s special envoy, over the deal, according to Time, which quoted US, Afghan and European officials. There was shouting between the two men at the weekend as the chief American negotiator outlined the deal that he has thrashed out in nine rounds of talks with Taliban officials since last year.

Underlining Kabul’s impoverished standing in the peace process, Mr Khalilzad did not even leave a copy of the draft deal for Mr Ghani and his government to study. The Taliban have refused to negotiate with the Afghan administration, dismissing it as an American puppet.

The first phase of the agreement, confirmed by Mr Khalilzad, would lead to about 5,000 American troops withdrawing from the country, pulling out of five military bases in 135 days.
