The nutcases might actually score a hit one of these days. Perhaps 80% of the high ranking officials reside in the vicinity of Villa Somalia. During the last volley a month ago, a mortar hit Wasiir Goodaxs and destroyed a car whilst injuring one of his staff.
I don't get this. A mortar is loud. Potentially even the neighborhood block it was fired from could be identified. What is NISA and Alpha Group doing if Shabaab can lobby mortars across the city?

Besides gov only focus is the green zone. Everything east of Wadnaha road. So it's easy as hell firing mortars in the non green zone area.

Voltage, anywhere North of Jidka Sodonka or perhaps Jidka Wadnaha at night barely has any government presence in comparison with the green zone. Mortars have a range of 3-4 km, they can be fired from a garage in Warshadaha and the culprits have quite a lot of time to slip away.
Alpha Group is a special forces unit, they cannot respond in that regard. It's a job for local police patrols and intel. I cannot say much about NISA but the security lapse is all due to inadequate leadership. There is no viable strategy in place to root out the Shabaab and improve security.
To illustrate the point, the new Mayor appointed a committee to consult with and deliberate on the matter of road closures in Xamar. I cannot speak for the entire list but foremost and prominent are the two deputies of Gobolka and the Secretary, as shown in part by the above pic in the thread. Ku Xigeenka Amniga was appointed by Kheyre, Xoghaya and Tulaax were appointed by Farmaajo for political reasons, far from practical. All three of them are absolutely useless. One is an utter idiot who rarely sets foot in his office, another is busy constantly womanizing and the third recruited 22 employees from the same clan (all Murusade) in the space of two weeks after Yariisows death; a bunch of them were suspect after a simple initial background check.
So you have a President and PM appointing delinquents into office for political reasons, the new Mayor cannot have them replaced without risking political upheaval, he is forced to entrust them with aiding in running and strategizing for a city infested with Shabaab. In a nutshell, you have folks that wouldn't be eligible to join a neighborhood watch programme managing Xamars security.
