NO. technically he partakes Doha Forum "Diplomacy, Dialogue, Diversity. 4.5 is the political "trust" that brought Somalis together in a national government.

The International Community is the guarantor of the terms of the "trust."

It is irrelevant whether individuals have any views on it because an individual has 0 power to affect change.

4.5 is what all Somalis said we accept to even come to the table to recognize a position of "President" to exist.

You break the terms of the trust by even thinking of removing 4.5 without 100% support from all stakehikders and abolish the recognition of your own seat.

Essentially it is a contract.

To change the contract, you need all parties to mutually agree otherwise the contract is void and there is no ideal.

Somalia's current political framework id in "transitional period", as persay the adverse affects of an incompleted constitution, lack of any independent constitutional oversight committee, lack of voter registration, lack of a national accurate census. All of these factors make "proportional representation" practically impossible!

Farmaajo government should have setup the framework for one man one vote in the first three years of his office, it requires an intense amount of funds, skills, training, legislature etc. Forget about the security!
